Well, it looks like this little bug has NOT been fixed after all. We are now experiencing round 2. I bought some Xunlai storage panes on Halloween (yesterday) and today I get kicked from a game in progress, and my attempts to log back in tell me I've committed some sort of fraud.
I've purchased many items for my 4 accounts using the ncsoft store in the past and never experienced an issue. This time is different.
So what exactly happened? Why me? When will this be fixed? Why are you treating me like a criminal? What did I do to bring this on?
I've been playing Guild Wars since the beta test weekend events, and my support for this game has been unwavering. I am the leader of a guild, and right now there is no way to promote or demote officers, and many other functions that only a guild leader can perform simply cannot be performed right now. If they are not able to get to the root of it and my account stays permanently banned, what does my guild do?
Believe me, I would NEVER do anything to jeopardize my account. I use it and enjoy it far too much to let something happen to it. I use strong passwords, never let anyone (even my family) log into my account, never pay real money for anything in the game except for the ncsoft store, and I keep my computer virus and spyware-free.
I hope this gets resolved soon. I will post when my account is unlocked or when the status changes. I sincerely hope that they can restore my account. I am not encouraged by statements such as "This action is permanent."

Woah, I just got this error when I logged in. I bought two panes yesterday, and just got banned? What?!?! I guess I'll e-mail support, this really sucks. Is there anything else I should do? I don't want to lose my account. The "this action is permanent" message isn't exactly... reassuring.

Or at least only buy on Mondays, except on banking holidays. Then, you buy on Tuesdays.

I just signed up for this forum today.
I was banned for payment fraud when I tried to log in just now. Have only been playing GW for a few days but was looking forward to my "fix" tonight.
I wrote support through their form. Then I PMed the gal who posted saying to do so in August. I am now wondering, due to a response to another recent post in this thread if she left or doesn't want to be PMed anymore. If that is the case, sorry.

I too had this problem today. My wife and I purchased additional storage on Halloween and today I can't log in. We both are getting the "account terminated for payment fraud" message. I have been a loyal GW player for many years. When my wife and I were dating I set her up an account so we could run missions together and now she has more hours logged that I do. She is in the kitchen now crying thinking she has lost all of her characters.
I sent an e-mail to GW Support. We'll see if they respond or not. I found a number for them that I am going to call tomorrow also. I'll keep everyone posted on my progress.

Wow, this same exact thing just happened to me. I purchased a storage pane yesterday, and my account was terminated today. So I'm assuming this isn't just an isolated incident.
Edit: I'm posting from the states, I live in New York.

I'm from the states as well, so it's not just European accounts this time around. Good to know other people are having the problem too. ANet will sort it, just might take some time... I sent an e-mail to support, hopefully they're pretty quick about it.

This happened to two people I know who also play GW.
Neither of them bought Xunlai storage panes over the weekend, but they both purchased Nightfall from the in-game store yesterday so they could attend the Mad King Thorn event in Kamadan and now both of their accounts are receiving the 45 'permanent termination' error.
So they've both supported ANet by purchasing all three campaigns and the bonus missions pack ... and as a reward, they get banned on the final day of being able to collect Trick-or-Treat bags.
They're both so damn upset by this ... and I don't blame them one bit.
Edit: To be honest, I think instead of apologizing to people that this happens to, ANet should compensate them with something like a free storage pane or a stack of something useful. Especially people like these two, who always talk so highly of the game that they love.

I also got my account banned from code = 45
It banned my NCsoft account so now me and my friend CAN'T play! He bought 2 Storage panes and got us both banned because his and my account are linked to NCsoft (Which is completely stupid, I don't want his Birthday present I gave him get me banned.)
Fix ASAP ArenaNet!

Despite their technical errors I doubt this procedure is legal to begin with. Since you bought the game in the past and you just bought some extension and they forbid usage of all products bought in the past not just the product you lastly bought.
The equivallent would be: Amazon breaking into your house and taking back all products you have ever bought from them because the latest payment didn't go through.
Or?

Your amazon scenario is not at all the same.
When you buy something from Amazon you get a physical product that becomes your property, and you do not agree to an EULA that places conditions on your use of the products.
GW does not give you a physical property - it gives you access to their property, which is subject to the conditions in their EULA. If they think you are breaking the rules of the EULA, they can remove your access to their property, no matter what you paid for or when.
That's not to say it doesn't completely suck that the online shop is FUBAR, and they really need to get their sh*t together.

Of course it has a physical property. I bought 3 boxes from a shop, one of them was quite large since it was the collector edition. How much more physical can you get?
But let's assume your point is right, as I see where you are going I'll give you another scenario then:
It's just like iTunes deleting all my library of previously bought songs cause the payment for the last one didn't go through.
Better analogy? Still illegal and wrong as hell I really don't think they have the right to do what they do.

Yeah, I realise that... but I was thinking of the GW online shop, and in any case the boxes are kind of secondary to being able to log into the game.

Well, again I'd argue that you actually get something from iTunes that they can't take back (a file on your computer/player)... So no, I don't think they could legally do that.
But again, I don't think it's the same in GW. What you're really paying for in GW is a service, not a "thing". It comes back to the EULA - your use of their services are subject to their EULA, and that's what allows them to legally stop providing their service to you.
The whole thing stinks, but I just don't think there's a "legal" argument to be made here.

Yeah it's definitively a border case. But they hurt their own case: "buy once play forever". It is supposed to be a buy once game (= product). So... if someone really wanted I think they could make a legal case to at least get the money back they've spent on the games bought before that are now forbidden usage of.
